Regulation.gov.ru is a federal portal for public discussions of draft laws. Created as a part of the “Information Society” State Program, the resource has become a platform for government agencies to post information on the preparation of draft regulatory legal acts and assess their regulatory impact. The portal hosts a public discussion of legislative initiatives, following which the results are published. The main users of Regulation.gov are representatives of federal and regional executive authorities, citizens, the media, and the expert community.
The law also obliges federal executive authorities to publish their acts on Regulation.gov portal.
The basic task of the project was to support and develop the Regulation.gov.ru portal, which has been operating since 2013. In order to implement it successfully, the Tsifromatika’s team quickly increased its competencies in the .NET software platform. This made it possible to introduce about 50 new and modernized functions into the system within three months. Thus, the modules "Personal Account", "Search" and "Security", as well as the interfaces of the portal have been updated.
The key and most difficult of the improvements was the conversion of the portal database from Microsoft SQL Server to PostgreSQL (an open source DBMS). In a short time, all data was migrated from the legacy Microsoft SQL Server to PostgreSQL, data was harmonized and normalized. The main database queries have also been optimized.
As a part of the tasks to support Regulation.gov.ru, Tsifromatika promptly deployed a technical and methodological support service for all groups of resource users, including government employees and citizens. In particular, a "hot line" with 8-800- phone number was created to receive service requests.
